An applicant needs a clear next step while service teams distinguish an incomplete submission from a case awaiting an authorized decision.
People and information
The service owner supplies application requirements, service rules, document lists and permitted status messages. The case record connects submissions across channels; authorized case officers own policy decisions and the history supporting them.
How the workflow could work
Check completeness, create or identify the case, and assign the responsible team. Request missing information through the approved channel, route the complete case for officer review and show its current stage. Record the final decision and the next available step for the applicant.
Ownership and exceptions
A duplicate or identity mismatch goes to an officer before records are combined. Unusual circumstances, assisted-service needs and appeals enter a defined human route. A failed notification remains an outstanding action; it is not treated as proof that the applicant received the request.
A useful first evaluation
Map one service with staff from intake and decision teams. Walk through a complete submission, a resubmission, an assisted application and an appeal using approved sample records. The output is a case journey and responsibility map that work across both digital and assisted channels.
Define the baseline
Baseline elapsed time by stage, separating agency processing from time awaiting an applicant response. Count avoidable resubmissions and status enquiries per application. Keep unresolved and withdrawn cases visible in the denominator so a faster completion figure does not hide them. Agree measures before testing.
